Proposed Updates to Skagit County Superior Court Local Court Rules

We are posting the following message from Judge Laura Riquelme regarding the proposed updates to Skagit County Superior Court Local Court Rules.

Please see the Court’s proposed updates to the Local Court Rules.  If adopted, these rules would take effect on September 1, 2021.  

We are currently operating under emergency orders and rules, however that will not always be the case. Many of the Court’s proposed rule changes incorporate new procedures and technology that we have adopted over the last fourteen months.  We are currently operating under emergency orders that supersede our standard local rules where they conflict, but we will not always be in a state of emergency. These changes will allow us to retain some of these new procedures, particularly related to remote appearances, beyond the pandemic.  We are also adding two new parts.  One creates local juvenile court rules related to dependency cases.  The other part briefly covers language access and ADA accommodations.

The comment period to these proposed rules is through June 10, 2021.  Comments received will be posted on the Court’s website.  All comments should be forwarded to Lisa West at LisaW@co.skagit.wa.us  

In addition to the proposals in these rules, the Court will be eliminating the forms appendices to the Local Court Rules.  Any forms referred to in the Local Court Rules will be posted on the Court’s website before September 1st.  References to appendix items in the current rules will be changed to refer readers to that website.

Please see the below timelines:

  • May 17th: deadline for rule proposals from other people or groups. We will post any submitted proposals on our website and disseminate according to GR 7.
  • June 10th: deadline for comments on the Court’s proposed rules
  • June 17th: deadline for comments on any rules proposed by the public
  • September 1st: final rules take effect
